The Ministry of Housing issued the first bills of the white land fee program in its first phase in Riyadh, which includes lands located within the geographical scope specified by the Ministry and not developed and whose areas start from 10 thousand square meters and more, after completing the screening and evaluation procedures for the lands registered until the end of the registration period specified in the executive regulations for 6 months ending on 13/3/1438 AH, and determining those subject to the system.

The General Supervisor of the White Land Fees Program, Engineer Mohammed bin Ahmed Al-Madihim, explained that the evaluation procedures for the lands registered on the website have been completed by the “Land Values Assessment” committee, indicating that the invoices for Jeddah and Dammam will be announced in the middle of next month, stressing that the process of sorting the registered lands showed that some of them are not subject to the system for several reasons, including their location outside the targeted area, some of them are less than the specified area, some are in cities not yet determined, and some have statutory exceptions as defined by the regulation.

Mr. Al-Madihim pointed out that the Ministry of Housing and Urban Development is responsible for the registration of lands registered on the website, as well as finding violators of the provisions of the system and the regulation. He pointed out that the ministry has set 3 criteria for the land to be subject to the fee program in its first phase, namely that the land area should be 10,000 square meters or more, not developed with a final approved development from the competent authorities, and located within the scope specified by the ministry in the announced cities, pointing out that if only one of these conditions is missing, the land will not be subject to the fee system.

About the evaluation criteria after the fees are set. <Al-Madhyhem explained that the ministry intends to collect the amounts of land fees through the “SADAD” service, by paying through bank branches through the Ministry of Housing's 171 call center, through ATMs or through the banks' websites, and the ministry has added 8 electronic services to facilitate land registration procedures and complete their electronic services without the need to visit the ministry building or the relevant authorities. These services include land registration requests, Talabati service, reports, results, evaluation, objection service, invoices, in addition to the notification service, and the ministry will use mobile messages to notify landowners that their land is subject to fees.

The ministry also added eight electronic services to facilitate land registration procedures and complete their electronic services without having to visit the ministry's building or the relevant authorities. He pointed out that landowners who are not registered on the website of the land fee system will be fined up to 2.5%, with fees added at the same rate up to 1.5TP3T of the value of the land, stressing that through electronic linkage with various relevant government agencies, the ministry will be able to identify lands subject to the fee system whose owners are not committed to registering them on the dedicated website.
