The local real estate market is undergoing a significant transformation in light of recent regulatory decisions related to white land fees, and with the Ministry of Municipalities and Housing beginning to issue bills at the start of this month—a move aimed at rebalancing the market, enhancing its efficiency, and achieving the necessary balance between supply and demand.

The effects of these decisions have begun to appear clearly on unplanned land (raw land), where signs of price correction have emerged, while developed land and new, ready-to-use real estate units have maintained a degree of price stability so far, This is attributed to the fact that a large segment of landowners and developers acquired these assets in previous periods at high prices, whether through bank financing or via investment channels and real estate funds, which has limited the decline in selling prices at this stage.

However, an analysis of real estate indicators suggests that the coming period is likely to see a shift toward more realistic prices, governed by the supply-and-demand equation, particularly in new developments that have not yet entered the development phase. This correction is expected to provide better investment opportunities for developers and investors, while reducing the cost of developing raw land—a factor that will be reflected in the real estate product and the final price for the buyer. This is confirmed by what has been observed in some real estate auctions for undeveloped land, including the Riyadh undeveloped land auction —Al-Narges District, which covered an area of over 1.2 million square meters—where the lots offered failed to achieve suitable sale prices, a clear indication of a shift in real estate developers" behavior and an increase in caution and wait-and-see attitudes regarding investment decisions for undeveloped land.

This shift is nothing more than a correction that enhances the sustainability of the real estate market and serves all parties in the system—from investors and developers to citizens seeking suitable housing.
