Royal orders to restructure ministries and institutions to centralize and clarify responsibilities

<In line with the Kingdom's Vision 2030, the Custodian of the Two Holy Mosques King Salman bin Abdulaziz issued on Saturday royal orders to restructure some ministries, agencies, institutions and public bodies in line with the requirements of this stage and achieve the aspirations in exercising the state agencies” tasks and competencies to the fullest and to raise the level of services provided to citizens and residents to reach a prosperous future and sustainable development, which required the abolition, merger and arrangement of the competencies of many ministries, agencies, public bodies and government departments in order to focus responsibilities, clarify them and facilitate procedures to provide the best services in line with the country's policy <The following is the text of the orders to structure ministries and institutions.

<We are Salman bin Abdulaziz Al Saud King of the Kingdom of Saudi Arabia

<Having reviewed the Basic Law of Governance, promulgated by Royal Decree No. (A/90) dated 27/8/1412 AH.

After reviewing the Law of the Council of Ministers, issued by Royal Decree No. (A/13) dated 3/3/1414 AH

After reviewing the Law of the Council of Ministers, issued by Royal Decree No. (A/13) dated 3/3/1414 AH

After reviewing Royal Decree No. (A/68) dated 9/4/1436H. <Having reviewed the relevant laws, orders, royal decrees, resolutions and instructions. <Based on what is required in the public interest. We have ordered the following:

<First: The ”Ministry of Water and Electricity”

<Secondly: The name ”Ministry of Commerce and Industry” shall be amended to “Ministry of Commerce and Investment”

.

Thirdly: The Ministry of Petroleum and Mineral Resources shall be renamed the Ministry of Energy, Industry and Mineral Resources, which shall specialize in energy, in addition to the related tasks and responsibilities and activities related to electricity and industry, and shall manage the National Program for the Development of Industrial Clusters.

Fourth: The Ministry of Petroleum and Mineral Resources shall be renamed the Ministry of Petroleum and Mineral Resources. <Fourth: The Ministry of Agriculture shall be renamed the Ministry of Environment, Water and Agriculture, and the tasks and responsibilities related to the environment and water activities shall be transferred to it.

Fifth. <Fifth: The name of the ”Ministry of Islamic Affairs, Endowments, Dawa and Guidance“ shall be amended to ”Ministry of Islamic Affairs, Dawa and Guidance”

Sixth: Amend the name of the Ministry of Hajj to be the Ministry of Hajj and Umrah

VII: The ministries of ”Labor” and ”Social Affairs“ shall be merged into one ministry under the name ”Ministry of Labor and Social Development”. <Eighth: The name of the ”General Presidency of Meteorology and Environmental Protection” shall be amended to ”General Authority for Meteorology and Environmental Protection”, and it shall have a board of directors. <Ninth: The name of the ”General Presidency for Youth Welfare” shall be amended to ”General Sports Authority”, and it shall have a board of directors whose chairman shall be appointed by royal decree.

Tenth: The name of the ”Public Education Evaluation Authority” shall be amended to ”Education Evaluation Authority”, and the tasks and responsibilities related to the evaluation and measurement activity of public and higher education in the ”Ministry of Education” and the ”Technical and Vocational Training Corporation“ shall be transferred to it, and the ”National Authority for Academic Evaluation and Accreditation”, ”National Center for Measurement and Evaluation in Higher Education“, and ”Technical and Vocational Evaluation and Accreditation Center” shall be merged with it, and the chairman of its board of directors shall be appointed by royal decree.

Eleventh: The ”Zakat and Income Authority“ shall be transformed into the ”General Authority for Zakat and Income“, linked to the Minister of Finance, and shall have a board of directors headed by the Minister of Finance.

XI.

Twelfth : A ”General Entertainment Authority” shall be established, and shall be responsible for all matters related to entertainment activity, and shall have a board of directors whose chairman shall be appointed by royal decree.

Thirteenth.

Thirteenth : A ”General Authority for Culture” shall be established, with a board of directors headed by the Minister of Culture and Information.

Fourteenth : The Minister of Labor and Social Development shall chair the Board of Directors of the Public Authority for Endowments.

Fifteenth: The Minister of Environment, Water and Agriculture chairs the board of directors of the General Authority for Meteorology and Environmental Protection, the Saudi Wildlife Authority, and the Saline Water Desalination Corporation.

Sixteenth: The Minister of Commerce and Investment chairs the board of directors of the General Investment Authority, the General Authority for Small and Medium Enterprises, and the Saudi Standards, Metrology and Quality Organization. <Seventeenth: The Minister of Health chairs the board of directors of the Saudi Red Crescent Authority.

Eighteenth: The Minister of Energy, Industry and Mineral Resources chairs the board of directors of the Royal Commission for Jubail and Yanbu, the Industrial Development Fund, the Saudi Industrial Cities and Technology Zones Authority, the Saudi Geological Survey, King Abdulaziz City for Science and Technology, the Saudi Export Development Authority, and the King Abdullah City for Atomic and Renewable Energy. <Nineteenth: The Chairman of the Board of Directors of the Saudi Food and Drug Authority shall be appointed by royal decree.

Twenty: The Chairman of the Competition Council shall be appointed by royal decree. <Twenty-first: The Chairman of the Board of Directors of the Electricity and Double Production Regulatory Authority shall be appointed by royal decree.

Twenty-second: The Minister of Commerce and Investment shall be appointed by order of the Prime Minister to assume the duties assigned to the Minister of Commerce and Investment in organizing the Consumer Protection Association.

<Twenty-third: The General Authority for Civil Aviation is linked to the Minister of Transportation. <Twenty-fourth: The tasks and responsibilities of the land ports of entry that are handled by the Central Services Agency at the Ministry of Finance will be transferred to the Customs Authority to be the entity responsible for land ports of entry. <Twenty-fifth: The government agencies concerned with entertainment activities will continue their work until the General Authority for Entertainment is established. <Twenty-sixth: The Board of Experts of the Council of Ministers - in coordination with the relevant authorities - shall, within a period not exceeding three months from the date of this decision, do the following: -

(1) Completing the necessary procedures to implement the requirements of this order, including the transfer and identification of competencies, agencies, employees, functions, property, items, appropriations, etc.

(2)

Reviewing the regulations of the Cabinet, in coordination with the relevant authorities, and within a period of three months from the date of this order. (2) Review the laws, regulations, orders and decisions that are affected by the previous clauses, propose amendments to them, prepare the necessary regulations and address the implications in line with what is stated in those clauses, in order to complete the necessary statutory procedures.

<Twenty-seventh: This order shall be communicated to the competent authorities for approval and implementation.
