Saudi International Real Estate Conference (SIRC4) looks to develop regulations and legislation for the real estate market and finance

Complementing the efforts and initiatives aimed at developing plans and mechanisms to solve housing issues, the National Real Estate Committee of the Council of Chambers recently announced the launch of the fourth edition of the Saudi International Real Estate Conference “SAIRC 4” which comes under the theme “The Role of the Real Estate Sector in the National Transformation Program” from May 15 to 16 in Riyadh, under the patronage of the Minister of Housing Majid Al-Hogail, with the participation of a wide range of government and private entities related to the real estate sector and a group of local and regional speakers.

Four main themes of the conference

The real estate conference "CIRC 4" is held in light of many changes in the real estate scene and map, which gives it great importance, especially the great endeavors and efforts made by the state in all its arms in solving the issues that hinder the citizen's access to adequate housing for him. <During the press conference organized by the National Real Estate Committee on this occasion, Dr. Abdulrahman Al-Zamil, Chairman of the Council of Saudi Chambers, praised the efforts of the real estate sector, which has remained active and effective through the excellence of the housing projects that it has put forward from time to time despite the unfavorable economic conditions, in addition to the housing projects on which the Ministry of Housing is working, and pointed out the role of the sector in providing job opportunities for Saudi citizens, Zamil revealed the conference agenda and sessions that will cover four main themes, namely: The contribution of the real estate sector to the National Transformation Program, the effectiveness of real estate regulations in the national transformation system, the efficiency of the financing system in the development of the real estate industry, and the incentive programs for the real estate sector that turn it into a supporter of the national economy.

<Dr. Al-Zamil said that the housing issue is complex and intertwined, and is attracted by many considerations and dimensions due to the multiple references and parties related to this vital sector, and Zamil stressed that the approval of the establishment of a higher authority for real estate and its entry into force will actually support the solutions to the housing crisis, and on the white land fee system, Zamil explained that the system is an encouragement to owners of white land to develop it and increase the supply of developed land, stressing the important role played by the real estate sector in the development and construction process as an engine for many economic activities, at the same time Zamil pointed out the efforts and efforts of the

<For his part, Hamad Al-Shuwaier, Chairman of the Committee and Chairman of the Organizing Committee of the conference, said that the real estate sector is a major driver of development and is associated with more than 120 economic activities, adding that the National Real Estate Committee is an important partner for the Ministry of Housing to develop the sector and provide housing for citizens, and that the importance of the real estate sector required the organization of the Saudi International Real Estate Conference every two years, and "CIRC 4" comes after the great success achieved by the conference in its previous sessions after it became an international real estate platform where specialists and interested parties from the government and private sectors gather. He added that the conference comes in light of important developments in the regulatory environment of the real estate sector, most notably the issuance of the directives of the Ministry of Housing to start preparing the project of the National Real Estate Authority, one of the most important demands of real estate and the most prominent recommendation of CIRC3.

Al-Shuwaier listed the main objectives of the conference as laying the right foundations for the future of the real estate market in the Kingdom, contributing to the development of regulations and legislation for the Saudi real estate market, studying and analyzing new decisions, procedures and regulations in the real estate sector and anticipating their effects on real estate activity and the national economy, as well as building a clear future for this market that stimulates investors based on scientific, professional and professional foundations.

In the same context, the Undersecretary of the Ministry of Housing for Planning, Studies and Programs in charge, Ali Atiya Al Jaber, stressed the importance of the timing of the conference for the Ministry after attaching many tasks to the Ministry such as the off-plan sale system and the establishment of a national real estate authority, owners' councils and partnership with real estate developers, stressing his ministry's keenness to work with partners in the private sector represented by the Council of Chambers and the National Real Estate Committee to develop the real estate sector because of its great importance for the national economy and its clear contribution to economic development.
