The construction market in Saudi Arabia saw a notable increase in the number of new building permits in June 2026, despite a slight decline compared to the previous month. According to data from the General Authority for Statistics, the number of building permits issued in June 2026 was approximately 5,045, compared to 4,192 permits in the same month of 2025, representing a year-over-year increase of approximately 20.3%.
On a monthly basis, the number of permits declined marginally compared to May 2026, when the Kingdom recorded approximately 5,056 permits, a decrease of 0.2%.

Trend in Building Permits Since the Beginning of 2025
Data from the General Authority for Statistics showed a clear variation in the number of building permits throughout the months of 2025. In January 2025, the number of permits issued reached 7,411, representing a year-over-year increase of 6%, while February recorded approximately 7,290 permits, with year-over-year growth of 30%.
In March, the number fell to 5,201 permits, with a year-over-year increase of 9%, before rising in April to 5,740 permits, recording a year-over-year growth of 76%.

May 2025 saw an even higher figure of 7,584 licenses, with a year-over-year increase of 37%, while the number fell in June to 4,192 licenses, with a year-over-year growth of 9%.
During the second half of 2025, the number of licenses in July reached 5,582, with year-over-year growth of 2%, then rose in August to 6,998 licenses and in September to 6,920 licenses, with year-over-year growth of 9% in each month.
In October, the number of licenses rose to 7,457, recording a year-over-year growth of 28%, then reached 8,034 permits in November, with the same annual growth rate, before December recorded the highest level of the year at 9,452 permits, with an annual increase of 18%.

Building Permit Performance in 2026
The year 2026 began with 6,681 permits in January, though this was accompanied by a year-over-year decline of 10%.
In February, the number of permits stood at 5,306, representing a year-over-year decline of 27%, and the decline continued in March to 4,486 permits, a year-over-year drop of 14%.
April saw a turnaround, as the number of permits rose to 6,803, marking a 19% year-over-year increase.
However, the number fell again in May to 5,056 licenses, a year-over-year decline of 33%, before June recorded a clear year-over-year improvement, reaching 5,045 licenses—an increase of about 20% compared to June of the previous year.
