The Ministry of Housing announced its intention to establish a special fund to regulate housing savings, Dr. Abdulrahman Al-Khayyal, advisor to the Minister of Housing and supervisor of the housing savings program, explained that the ministry is currently working on a plan called the "Journey to Homeownership," which is expected to take between 5 and 7 years. He added: "Housing savings represent the first step toward homeownership, and the goal of the fund the Ministry intends to establish is to provide savings solutions to empower citizens—whether low- or middle-income—by providing and supporting housing over a specific period of time," noting that there are citizens who cannot obtain financing from banks. He said that saving 75,000 riyals over five years would enable a person to obtain financing of up to one million riyals through the program.
The advisor to the Minister of Housing explained that the draft regulation on housing savings is being discussed by a panel of experts; it is now in its final stages and is expected to be announced soon. Dr. Abdulrahman Al-Khayyal emphasized that the Housing Savings Program involves collaboration between the government and citizens to provide them with housing through low-cost financing consistent with off-plan sales.
The supervisor of the housing savings program said that the draft regulation for the savings program is among the initiatives announced in the National Transformation Program, noting that, in cooperation with all banks, regulations are being prepared that will be suitable for everyone. He explained that the fund has multiple purposes, the most important of which is to be a purely investment-oriented entity aimed at achieving sustainability, as there will be many incentives offered. He noted that coordination has taken place with the Saudi Arabian Monetary Authority regarding the fund’s operating mechanism as well as the SADAD program, and that participation in the fund will be through banks by purchasing shares.
