The contracting and real estate sector suffers from several issues that lead to the failure of some projects, where Dr. Tawfiq bin Abdulaziz Al-Suwailem, Director of Gulf House for Economic Research and Consulting, confirmed that the phenomenon of the failure of some development projects of the state is considered a national loss that produces many negatives for the country and the citizen, and these projects are facilities and services provided by the state dear to God to the community for its development and development and its failure is a waste of national wealth and therefore the official authorities make efforts to make these projects successful.

In light of the community's need for many projects in the services sector, many new projects have been launched and there are upcoming mega projects in vital sectors such as trains, roads, airports, schools and hospitals, the implementation of which requires avoiding the causes of project failure and benefiting from our successful experiences.
Dr. Tawfiq Al-Suwailem pointed out that the local media addressed this issue several times until it became a phenomenon that deserves review and study, and the media met and discussed with many officials, contractors and consultants and showed their agreement on many of the reasons for the failure of projects, including: In this context, the report of the General Auditing Bureau stated that the total amount of financial appropriations that were not utilized by the various government agencies exceeded approximately 13.6 billion riyals with allocations for 555 different and diverse projects, including 472 projects for the civil sector and the rest distributed to other sectors in the country. The report summarized the lack of spending from the financial appropriations, whether by transferring them to other items or remaining as savings at the end of the fiscal year to many reasons, including, but not limited to:
- The lack of readiness of some contractors to receive project sites to start implementing them on the specified dates due to their weak material and technical capabilities in terms of labor, equipment and equipment.
- Some contractors violated the agreed implementation schedule and failed to fulfill their contractual obligations in accordance with the technical conditions and specifications agreed upon in the contracts concluded with them.
- The weak capabilities of some public sector agencies and project supervisory departments in following up the progress of work and evaluating the contractor's performance on a regular basis. - The laxity of some agencies in taking the statutory procedures stipulated in the Government Tenders and Procurement Law. - Some organizations include project funds before confirming the allocation of the necessary land through municipalities or purchase and expropriation
