Engineer Nayef Al-Rashid, General Supervisor of Investment and Real Estate Development at the Ministry of Housing, reassured all those involved in the purchase of housing units that do not meet specifications, standards, and quality requirements that the off-plan sales system (Wafi) serves as a guarantee for housing projects, as the system oversees the project’s completion stages, ensures proper execution for one year after delivery, and safeguards the rights of all parties.
Engineer Al-Rashid revealed that the buyer of the Ministry’s products is the strongest link because they are the ones who evaluate the housing unit and the developer, noting that the Ministry has specific engineering standards and requirements, which are verified for compliance by real estate development companies, provided that the developer adheres to those standards.
The supervisor of real estate investment and development explained that there is a minimum standard for engineering specifications and requirements in the tender documents issued for Ministry of Housing projects, As for the engineering specifications and requirements in real estate developers’ projects on their own land, the developer is required to adhere to the standards and requirements of the Off-Plan Sales Committee (WAFI), and the developer must also provide technical product details.
Engineer Al-Rashid explained that compliance with engineering specifications and requirements takes place before project implementation begins, and all engineering details are submitted to ensure product quality. The real estate developer must provide all product warranties upon delivery (such as warranties on the structural framework, insulation work, electrical systems, and others), noting that housing projects are subject to the off-plan sales system (Wafi), which in turn ensures compliance with all specifications that the developer undertakes to adhere to in coordination with the engineering consultant supervising the project.
