<The Ministry of Municipal and Rural Affairs directed all secretariats in the various governorates and regions of the Kingdom to adhere to the laws, regulations and decisions regarding the assignment of consulting engineering works in the contracting sector to licensed companies and engineering consulting offices, and not to assign companies and engineering consulting offices to consultancy and technical support works at the same time. The ministry called on the relevant government agencies to adhere to the contracts for consulting engineering services to obtain professional accreditation for engineers from the Saudi Board of Engineers, and to use the criterion of years of experience and the criterion of professional grades issued by the Saudi Board of Engineers, for five years only, after which the criterion of professional grades will be adopted only with the employment of newly graduated Saudi engineers in a percentage not less than 10% of the total project workers, provided that they are utilized and experience is transferred to them after their qualification. The issuance of this circular comes from the Ministry's desire to raise the quality of engineering consultancy services, qualify and employ Saudi cadres, transfer and localize engineering expertise, and realize the importance of professional work based on engineering scientific foundations. The Ministry also aims to raise the efficiency of project implementation, achieve an advanced level of performance in the engineering sector, enhance the competitiveness of the investment environment, and support this vital and important sector to achieve the Kingdom's development goals.
