The initiative aims to control vacant lands located in commercial streets and unify their appearance with the surrounding buildings. The initiative comes out of the Ministry's interest in addressing visual distortion and improving the urban landscape on the roads and streets of Saudi cities and their main movement axes, as part of a system of initiatives to effectively contribute to the development process of cities, humanize them, preserve the rights of pedestrians and raise the quality of life.
The Ministry of Municipal and Rural Affairs and Housing had earlier launched an awareness campaign targeting the owners of vacant (commercial) lands located on the main axes with high traffic density in the main cities, with the aim of raising awareness and responsibility for activating the decision to fence vacant lands, which would contribute to improving the urban landscape and addressing visual distortion, in addition to protecting owners from encroachment and misuse of land and raising the level of humanization of cities through planting fences.
