The Saudi Arabia Outlook report revealed that the number of projects awarded in Saudi Arabia through July 2025 is unprecedented. The Contracting Sector Outlook report issued by Saudi Contractors Authority, revealed a huge rise in the value of projects awarded during July 2025, reaching SAR 33.6 billion, compared to only SAR 663 million in June of the same year.

Awarding 19 projects
July recorded the highest number of projects awarded this year with 19 projects, compared to only 7 projects in June, with the oil and gas sector dominating with 48% of the total projects (9 projects), followed by the building and construction sector with 26% (5 projects), water and energy with 21% (4 projects), and finally the infrastructure sector with 5% (1 project).The report showed that July recorded the highest number of projects awarded this year with 19 projects, compared to only 7 projects in June, with a clear dominance of the oil and gas sector which accounted for 48% of the total projects (9 projects). <In terms of value, the oil and gas sector topped the list with a total of SAR 27.3 billion, followed by the water and energy sector with SAR 4.3 billion, building and construction with SAR 1.2 billion, and infrastructure with SAR 750 million. Geographically, the Eastern Province ranked first with 9 projects worth SAR 27.3 billion, followed by Riyadh with 6 projects worth SAR 2.1 billion, then Makkah with 2 projects worth SAR 375 million, while Madinah and Asir recorded one project each worth SAR 3.7 billion and SAR 91.8 million, respectively.
Saudi Aramco in the lead
At the corporate level, Saudi Aramco topped the scene in July with a project value of SAR 27.3 billion spread over 9 projects, followed by Saudi Power Purchase Company (SPPC) with one project worth SAR 1.8 billion, the Ministry of Energy with the same value and number of projects, the Royal Commission for Riyadh City with one project worth SAR 750 million, and the Saudi Data and Artificial Intelligence Authority (SDAIA) with one project worth SAR 562 million.
Riyadh's report predicts that Saudi Aramco's projects will be awarded in July with a project value of SAR 27.3 billion spread over 9 projects. <The report predicted that more than 25 additional projects will be awarded during August 2025, including about 60% in the building and construction sector, while half of these projects will be concentrated in the Riyadh and Makkah regions. It also noted that 73% of July's projects are scheduled for delivery in 2027, with only one project to be delivered in 2026, and another four in 2028.
