Providing developed land
The law states in its second article that it "increases the supply of developed land to achieve a balance between supply and demand," "provides residential land at appropriate prices," and «protects fair competition and combats monopolistic practices.»
Criteria for estimating land value
<The third article stipulates that "the regulation shall specify the criteria for estimating the value of the land and the entity that undertakes this, provided that the criteria include the location of the land, its uses, building systems, the availability of public services and access to public utilities." Article 5 requires "the owners of lands declared to be considered among the lands subject to the fee to submit to the ministry the documents and data related to their lands, within a period not exceeding six months from the date of the announcement." The same article stipulates that «the landowner shall be informed of the decision issued to subject the land he owns to the fee, and the amount of the fee due, in accordance with the notification mechanisms specified in the regulation.»
Landowner
Article 8 grants "the landowner the right to object to the decisions issued to subject his land to the fee, or to assess the value of the land and determine the fee, and the objection shall be submitted in writing to the committee stipulated in Article 7 of the Law within 60 days from the date of notifying him of the decision, and the committee shall decide on this objection within 60 days from the date it is submitted to it, and the passage of 60 days without deciding on the objection shall be considered a decision rejecting it."
