In accordance with the gracious directives of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister—may God protect him—the necessary measures have been taken to achieve balance in the real estate sector in the city of Riyadh, including the Royal Commission for Riyadh City’s efforts to provide planned and developed residential land to citizens in quantities ranging from (10,000) to 40,000 plots annually over the next five years, at prices not exceeding 1,500 riyals per square meter. The Royal Commission for Riyadh City launched today, Thursday, September 11, the “Tawazun Real Estate” platform, which is dedicated to receiving applications from citizens wishing to obtain residential land in Riyadh via the website tawazoun.rcrc.gov.sa. Applications will be accepted until the end of the day on Thursday, October 23, 2025.
The Royal Commission for Riyadh City clarified that married citizens or those over the age of 25 may apply on the “Tawazoun Real Estate” platform, provided that the applicant does not already own any other real estate and has resided in Riyadh for at least three years. They must also meet specific conditions, including not having sold, mortgaged, or otherwise disposed of the land in any way within the past 10 years—except for a mortgage taken out to finance construction on that land; if construction is not completed within this period, the land will be reclaimed and its value refunded to the applicant.
The Authority also emphasized that the order of registration does not affect eligibility priority, and that registration on the platform does not imply automatic acceptance, noting that the “Real Estate Balance” (tawazoun.rcrc.gov.sa) is the sole digital channel for submitting applications and is not represented by any external entity or intermediary, All details and updates regarding the platform will be announced through the Authority’s official channels. The Authority has also established a call center at 19998 to provide direct support and answer any inquiries.
