<I am pleased to open the work of the fourth year of the sixth session of the Shura Council, asking Allah, the Almighty, to grant us success in performing the trust and assuming the responsibility in a perfect manner.

Brothers and sisters:

Through this meeting, I am pleased to review the Kingdom's domestic and foreign policy, and the most prominent developments and challenges in this regard, looking forward to all of us cooperating in strengthening the gains and addressing the obstacles in order to contribute to improving our dear homeland and the level of service provided to its citizens.

Brothers and sisters, the march of development continues. The march of development has continued at a steady pace since the era of King Abdulaziz bin Abdulrahman Al Saud and his righteous sons - may God have mercy on them all - until the present day, and at the forefront of our obligations is what God has honored our country to serve the Two Holy Mosques and their pilgrims and visitors, a commitment we are proud and proud of, and we have pledged to God Almighty to exert the utmost efforts for this purpose, and in this context comes the state's interest in the construction and expansion of the Two Holy Mosques.

Brothers and sisters:

. <We are determined to continue these programs in the aspects of political, cultural, economic, social and service development. Hence, we have directed the restructuring of the Council of Ministers, which entailed the abolition of many councils, bodies and committees and the transfer of their competencies to the Council of Political and Security Affairs and the Council of Economic and Development Affairs. Through these two councils, under the supervision and follow-up of the Cabinet, efforts will continue in promoting the development process and reaching the integration of roles and defining responsibilities

Brothers and sisters:

<The high oil prices during the past years have contributed to the flow of large financial revenues through which the state was keen to adopt many huge development projects and infrastructure development, in addition to strengthening the state's general reserve, which enabled our country, thanks to God, to overcome the repercussions of low oil prices, without affecting the continuation of the construction process and the implementation of development plans and projects, and our economy - thank God - has continued its real growth despite international economic fluctuations and low oil prices, thanks to the balanced and wise economic policies followed by the state in controlling the financial situation. The Kingdom is keen to implement programs to diversify sources of income and reduce dependence on oil as a main source of income, and our vision of economic reform is based on raising the efficiency of government spending, utilizing economic resources and increasing the returns on government investments, and we have directed the Council of Economic and Development Affairs to develop the necessary plans, policies and programs for this, our country, praise be to God, is a country of goodness and giving.

Brothers and sisters:

. <The Tenth Development Plan, which started this year, is based on a solid economic and developmental base and in line with aspirations and the most important developments and challenges. The development plan aims to raise the level of GDP, consolidate the pillars of comprehensive economic development, develop human resources and raise their employment rates, and increase spending on infrastructure. The Council of Economic and Development Affairs will follow up through its mechanisms to ensure the success of work progress and raise the level of performance. We are also keen to improve the Saudi commercial market, create an attractive environment for work and investment for national and foreign companies, simplify procedures and facilitate investment in the Saudi market, and we have directed the opening of retail and wholesale trade to foreign companies in order to diversify the goods and services provided to citizens, provide them with high quality and competitive prices, and open new job and training opportunities for Saudi youth.

Brothers and sisters:

The health sector remains one of our main concerns; the state is responsible for providing decent health care for citizens, and we have continued to provide human and financial support to this sector, which has contributed to raising the level of this service, with our aspiration to continue upgrading it, including providing more national human cadres, by expanding the opening of medical and health colleges and increasing the percentage of scholarships in medical specialties.

Brothers and sisters. With regard to education, the state has been keen to make its most prominent investments in the development of the Saudi human being, providing all the necessary capabilities and requirements to raise the quality of education, increase its effectiveness, raise the level of its employees and equip them with the required skills. In this context, the Custodian of the Two Holy Mosques Foreign Scholarship Program focused on aligning education outputs with the needs of the labor market in order to contribute to filling the gap in the labor market needs of some specialties, especially medicine and other scientific specialties.

With regard to the housing sector, everyone is aware of the care and attention given by the state to this sector and the huge budgets allocated to it, as it provided all the necessary support to provide adequate housing for those who deserve it. In this regard, the state has encouraged investment in this field and strengthened the role of the private sector to be a partner to complement the efforts of the government in achieving this goal, and sought to create a balance between supply and demand, and motivate landowners to develop and invest in them in order to contribute to meeting the growing need for housing, and our approval of the white land fees system comes in an effort to achieve this goal.

With regard to the housing sector, the state has encouraged investment in this field and strengthened the role of the private sector to be a partner to complement the efforts of the government in achieving this goal. <In the field of the labor and human resources sector, this issue occupies an advanced position in the priorities of the government, which has continued to update its administrative and financial arrangements and programs, and within the framework of raising the efficiency of the performance of government agencies and their employees, a human resources development program was launched, and the government recently established the Job Generation Authority to support coordination between all government and private entities related to the labor market, enhance participation between them, work to develop job-generating sectors and exploit the competitive advantage in the Kingdom's regions for this purpose, as well as the General Authority for Small and Medium Enterprises and the National Program to Support the Management of Small and Medium Enterprises in the Kingdom. <As for the transportation sector, which is the backbone of development, the government pumped large sums of money to provide the Kingdom's road infrastructure, and transportation projects continued to develop and diversify, increasing road projects between the Kingdom's cities, and adopting the Al-Haramain train projects, the Saudi Railways Company projects, and the King Abdulaziz Public Transport Project in Riyadh.

The Islamic law is based on truth, justice, tolerance and rejection of the causes of division. Therefore, everyone is aware of the importance of national unity and rejecting all causes of division, division and prejudice to national cohesion. Citizens are equal before rights, obligations and duties, and we must all preserve this unity and counter all calls for evil and sedition, whatever the source of these calls and the means of spreading them, and the media has a great responsibility in this aspect.

Your country is continuing to support efforts to confront the challenges and dangers that surround the Arab and Islamic nations, and we have directed the Political and Security Affairs Council to propose the necessary plans, programs and visions to confront these challenges and dangers.

Security is the most important blessing. Security is one of the most important blessings that God has bestowed on our country and is the pillar of stability and prosperity of peoples. The Saudi citizen has been and still is aware of his responsibility in this regard, as he is the first security man and a support to his leadership and government in defeating haters and greedy people, and we will not allow anyone to tamper with our security and stability.

Brothers and sisters:

<Terrorism is a global scourge that has afflicted many countries and peoples. It has no religion or homeland, and the state's valiant security agencies have made tremendous efforts in confronting terrorists with all firmness and strength, and they have succeeded, praise be to God, in pursuing them and dismantling their networks and cells in addition to carrying out pre-emptive security operations that have effectively contributed to preventing their evils and foiling their plans. We are determined, with the help of God and His strength, to support and enhance the capabilities of our security agencies with all modern means and devices that enable them to perform their tasks and responsibilities to the fullest, which is our pride and honors.

<In the Kingdom, we have suffered from the scourge of terrorism, and we are keen and still keen to fight it and confront with all rigor and firmness its ideological premises that take the teachings of Islam as their justification, and Islam is innocent of them. It is no secret that fighting terrorism, confronting it, uprooting it and drying up its sources is a joint international responsibility, as the danger of terrorism is imminent to everyone, and from this perspective came the formation of the Islamic Military Alliance to fight terrorism led by the Kingdom and the establishment of a Joint Operations Center in Riyadh to coordinate and support military operations to fight terrorism and develop programs and mechanisms necessary to support those efforts and make appropriate arrangements with friendly countries and TB-loving people

<The Kingdom of Saudi Arabia is keen on defending Arab and Islamic issues in international forums, at the forefront of which is the realization of what the Kingdom has always sought and sought: that the Palestinian people obtain their legitimate rights and establish their independent state, with Jerusalem as its capital. The Kingdom affirms that the recent escalation and irresponsible actions of the Israeli occupation forces, such as killing children, women and innocent unarmed civilians, storming the blessed Al-Aqsa Mosque, violating its sanctity and attacking worshipers, is a major crime that must be stopped, and the construction of Israeli settlements must end and what has been established of them must be removed, the Kingdom calls on the international community to do so. <In the context of the Kingdom's keenness to perform its duties towards brotherly countries and support them, Operation Decisive Storm came with the participation of a number of Arab and Islamic countries and at the request of the legitimate government in Yemen to save it from a group that overthrew its legitimacy, tampered with its security and stability, sought to dominate and sow strife in the region, threatening the security of neighboring countries, especially the Kingdom, and implementing regional trends that seek to interfere in the internal affairs of Arab countries by turning Yemen into a focus of sectarian and sectarian conflict, which dictated the coalition countries to deal with this danger threatening the security of Yemen and its people and the Arab region in order to restore legitimacy and stability. <Since the beginning of the crisis until now, the Kingdom has been calling for a political solution in accordance with the Gulf Initiative, the outcomes of the Comprehensive National Dialogue, and Security Council Resolution 2216. <The Kingdom's position on the Syrian crisis has been clear since its inception. It seeks to preserve Syria as a unified homeland that unites all sects of the Syrian people, and calls for a political solution that will lead Syria out of its crisis and enable the establishment of a transitional government of moderate opposition forces that guarantees the unity of Syrians and the exit of foreign forces and terrorist organizations that would not have found fertile ground in Syria but for the policies of the Syrian regime that led to the extermination of hundreds of thousands of Syrians and the displacement of millions of them, and based on concern to achieve security, stability and justice in Syria, the Kingdom hosted a meeting of the Syrian opposition in all its spectrums and components in an effort to find a solution to the crisis.

. <We have been keen during the past period to strengthen and develop our relations with many brotherly and friendly countries through the exchange of visits with many world leaders and leaders, and we are continuing on this path in order to enhance the Kingdom's position and its regional and international role. In this context, the Kingdom hosted the fourth summit of Arab and South American countries, which culminated in the issuance of the Riyadh Declaration emphasizing the importance of full implementation of the Security Council resolution on the Yemen crisis, rejecting any interference in the internal affairs of the region by external powers in violation of the United Nations Charter and the principles of good neighborliness, and emphasizing the importance of respecting the rule of law and the rule of law. The Kingdom also participated in the G20 summit meeting hosted by the Republic of Turkey, emphasizing the prestigious and important position that our country has reached in the global economic map. Through this summit, the Kingdom contributed to plans to develop economic relations between countries, overcome obstacles, encourage and support the flow of investments, exchange experiences, transfer and localization of technology, and cooperation in all fields, for the benefit of all.

The 36th session of the Supreme Council of the Gulf Cooperation Council (GCC) was held in Riyadh on 27-28 Safar 1437 AH, during which we presented our vision to Their Majesties and Highnesses to enhance the process of joint Gulf action, which was approved by the Supreme Council and included in the Riyadh Declaration and the decisions issued by this session covering various fields, hoping that this will achieve the hopes and aspirations of the peoples of our countries.

In the field of energy, the Kingdom has continued its interest in the stability of the oil market by adopting a balanced policy that takes into account the interests of producers and consumers, ensures market stability and protects the interests of present and future generations, and is keen to continue the exploration of oil, gas and other natural resources in the Kingdom, and the prospects for our economy are promising, praise be to God.

Brothers and sisters:

Your country is keen to improve the performance of its agencies to meet the aspirations and hopes of its citizens in all fields, and it realizes that it has many challenges before it, but it is determined, God willing, to overcome them and provide a decent life for its citizens. We appreciate the work done by the Shura Council and the sound opinions it provides on internal and external affairs, and we look forward to the Council continuing to do so with all seriousness and effectiveness.
