Minister of Justice Sheikh Dr. Walid Al-Samaani issued a directive to notaries and courts stipulating that the organization and issuance of deeds allocated to government agencies shall be in the name of the state property and the deeds of state properties shall be documented in the name of (State Property Authority in favor of the beneficiary).

Earlier, a circular was issued by the Deputy Minister of Finance instructing notaries to issue deeds for properties allocated to government agencies by municipalities and village complexes and write to the notary to empty them for the state and in the presence of a representative from the Ministry of Finance or the Department of State Property and Finance to accept the emptying and receive the deed and send a copy of it to the beneficiary agency.
