The National Program for the Development of Group Housing for Individuals confirmed the regulation of the mechanisms of group housing for individuals by applying health and technical requirements and safety standards, ensuring a suitable housing environment for workers within cities.

The program indicated that all collective housing licenses are issued through the “Baladi” platform, while some licenses are issued in industrial cities by the competent authorities, pointing out that collective housing is mandatory for establishments with 20 or more workers, adding that the capacity of each collective housing is determined based on the size of the building or complex, and establishments are obligated to provide licensed housing commensurate with the number of workers registered in the “Qawwa” platform.

The program indicated that the mandatory phase started from September 2025, and will be applied gradually, as its first phase includes large establishments, then medium, followed by small establishments.

The program stressed that the profitability of each collective housing is determined by the size of the building or complex. He stressed that the electronic link between “Baladi” and ”Qawwa” platforms allows verification of compliance, as the commercial registration of the establishment will be suspended if there is no valid license for collective housing that corresponds to the capacity and number of registered workers.

The program called on establishments to comply with the program. The program invites establishments to take advantage of the “Baladi” platform to view licensing requirements and related instructions, stressing that compliance includes the entire entity and all its affiliated branches, as well as cases where commercial records are unified under one number.

The Ministry of Municipalities and Housing chairs the National Program for the Development of Collective Housing for Individuals, whose members include the Ministry of Interior, Ministry of Health, Ministry of Human Resources and Social Development, Ministry of Commerce, Ministry of Industry and Mineral Resources, Royal Commission for Jubail and Yanbu, Saudi Industrial Cities and Technology Zones Authority, Special Economic Cities and Zones Authority, and Public Health Authority “Weqaya”).
