The General Real Estate Authority continues to regulate the real estate ownership market for foreigners in line with the Kingdom's Vision 2030, as Tayseer Al-Mafraj, spokesperson for the Real Estate Authority, confirmed that the Non-Saudis Ownership System, which came into effect recently, is based on a regulatory framework based on the geographical scopes document. The system aims to regulate foreign ownership in a thoughtful manner, while limiting the possibility of ownership in the holy cities of Mecca and Medina to Saudi companies and Muslim individuals from inside and outside the Kingdom only.

Mufaraj added that the authority will officially announce during the first quarter of 2026 the locations and geographical ranges in which foreigners are allowed to own real estate, through the geographical ranges document that will be issued by a decision of the Council of Ministers. He emphasized that everything that has been circulated recently regarding residential or commercial projects in which foreigners are allowed to own real estate has not yet been officially announced, and should not rely on any unofficial information.

According to the official website of the General Real Estate Authority, the geographic ranges document will include accurate maps of areas in Riyadh, Jeddah, Makkah, Medina, in addition to all cities and governorates of the Kingdom. The document will specify the allowable ownership percentages, types of acquired rights, grace periods, and other controls related to non-Saudis owning real estate and acquiring in-kind rights over it.
