the construction sector in the Madinah region saw significant activity during 2025, driven by the momentum of development and investment projects in the region, which reinforced its position among the Kingdom’s leading construction markets, according to data from the annual report of the Saudi Contractors Authority.
The report showed that Madinah continued to strengthen its presence in the sector through a broad base of operating companies and institutions, with the number of active construction establishments in the region exceeding 29,900 by the end of 2025, representing approximately 4.9% of the sector’s total establishments nationwide.
Although the Riyadh region led the way in terms of the number of establishments, with more than 203,000, followed by Makkah, then the Eastern Province and Al-Qassim, Madinah has maintained its position among the most active regions in the construction sector, benefiting from the continued expansion of government and private projects.
In terms of employment, the sector in Madinah provided jobs for more than 105,000 workers over the past year, an indicator reflecting the expanding volume of work being carried out and the growing demand for workers in infrastructure, energy, utilities, and services projects. These figures come at a time when the largest proportion of the sector’s workforce is concentrated in the Riyadh, Eastern, and Makkah regions, which collectively account for the largest share of total employees in the Kingdom’s construction sector.
Fourth in Project Value
The report confirmed that the total value of projects implemented in Madinah reached 33.5 billion riyals in 2025, placing the region fourth among the Kingdom’s regions in terms of project volume, after Riyadh, the Eastern Province, and Makkah.
The report noted that the Riyadh and Eastern regions alone accounted for nearly two-thirds of the value of projects implemented in the Kingdom during the year, while the remaining percentage was distributed among the other regions, including Madinah, which continued to strengthen its contribution to national construction activity.
Leading in Number of Projects
Medina’s distinction was not limited to the value of projects; it also emerged as one of the most active regions in terms of the number of projects implemented. It ranked second in the Kingdom after Riyadh, recording 119 projects in 2025, compared to 128 projects in Riyadh.
Medina also outperformed the Eastern Province, which recorded 96 projects, and Makkah, which had 71 projects, reflecting the broad scope of construction and development activities in the region. Collectively, these four regions accounted for the vast majority of projects implemented in the Kingdom’s construction sector during the year.
Strategic Projects Strengthen the Region’s Position
Medina strengthened its presence on the map of major investments by hosting a number of massive strategic projects that topped the list of the Kingdom’s largest projects in 2025.
The most prominent of these projects was the green hydrogen and ammonia plant in Yanbu, owned by the Public Investment Fund and ACWA Power, with investments totaling approximately 15 billion riyals, making it one of the largest projects related to clean energy and the transition toward a sustainable economy in the Kingdom.
The region also hosted the first phase of the Al-Rays Power Plant project, owned by the Saudi Electricity Company, with investments totaling 6.7 billion riyals, reflecting Medina’s growing role as a major hub for strategic projects in the energy, utilities, and infrastructure sectors.
