Program Objectives
- Organize the rental relationship and preserve the rights between the parties to the rental process (tenant, lessor, real estate broker) through the adoption of a unified contract, which is considered as an executive deed.
- Adopting a regulation for the residential and commercial rental sector.
- Developing organizational and supervisory policies and procedures for the work of real estate brokerage offices after granting them the necessary training and qualification.
- Dealing with cases of inability to pay the rent or evacuate the leased property for citizens due to imprisonment, illness, death or poor financial ability.
- Reduce the volume of cases in the Ministry of Justice related to rent by creating a legal framework that regulates the relationship between the different parties.
- Support the national economy by finding appropriate mechanisms to organize the residential and commercial rental market.
- Improving the performance of the rental sector and increasing its contribution to GDP.
Controls on tenant absenteeism
The Council of Ministers recently approved a number of controls on the absence or escape of some tenants with outstanding rents while leaving the leased property unlocked, including:These controls included:

1 - Licensed real estate brokers are required to register all rental contracts for residential and commercial units electronically through the electronic network - approved by Cabinet Decision No. (131) dated 3/4/1435 AH - and whoever violates this shall be subject to the penalties stipulated in the Real Estate Offices Regulation issued by Cabinet Decision No. (334) dated 7/3/1398 AH.
2 - Licensed real estate brokers are required to register all rental contracts electronically through the electronic network - approved by Cabinet Decision No. (131) dated 3/4/1398 AH. 2- A committee (or more) shall be formed in each region or governorate - as the case may be - by a decision of the Minister of Housing, whose task is to deal with cases in which the tenant is a Saudi who is unable to pay the rent or vacate the property, either because of his imprisonment, illness, death or poor financial ability.
3. 3- The Ministry of Housing shall prepare and implement a program to ensure support for citizens who are unable to pay the rent for housing, to be financed from what may be allocated in the state budget and from subsidies, donations and endowments allocated for this purpose.
