Removing Obstacles
Prince Dr. Faisal bin Mishaal bin Saud bin Abdulaziz, Governor of Al-Qassim Region, discussed the efforts of the field committee tasked with monitoring projects in Al-Qassim Region, noting that obstacles facing these projects are being removed and coordination is taking place among the relevant authorities in their implementation, in accordance with the criteria established by the committee for projects that are on schedule, delayed, stalled, or suspended—such that projects on schedule have no more than 25% delay, delayed projects no more than 50%, stalled projects have delays exceeding 50%, and projects that are effectively suspended have delays exceeding 100%.
1,095 projects monitored
The Governor of Al-Qassim Region explained that during the year 1436/1437 AH, 1,095 projects belonging to 17 government agencies with a total contract value of 30,886,249,768 riyals. Of these, 555 projects (51%) were on schedule, with a value of 21,317,498,552 riyals, while the number of delayed projects was 350, representing 32%, with a value of 6,970,023,227 riyals, and the number of stalled projects stood at 190, representing 17.4%, with a value of 2,598,727,989 riyals.
This came following a recent meeting between His Highness the Governor of Al-Qassim Region and the chairman and members of the Field Committee for Project Monitoring in the region, which His Highness had directed to be formed in the month of Rabi" al-Thani of 1436 AH to serve as an impartial field oversight committee composed of experts, technicians, and experienced consultants who are not affiliated with government agencies, to ensure impartiality and effectiveness and to enable it to fully fulfill its role in identifying stalled projects in the region, His Highness urged the committee members to exert greater effort and dedication in monitoring stalled and delayed projects.
Follow-up on Delayed Projects
For his part, the Chairman of the Project Follow-up Committee, Engineer Abdulrahman Al-Arfaj, stated that the committee receives support and backing from His Highness the Governor of Al-Qassim Region to help accelerate the pace of project implementation in the region, explaining that the committee monitors and follows up on delayed and stalled projects, identifies the causes of the delays, proposes appropriate solutions, and establishes a timeline for their implementation, with the assistance of government agencies.
Stalled Projects and Their Resolution
Engineer Al-Arfaj noted that the Electricity Company has 35 projects in the region, of which 26 are on schedule, 7 are behind schedule, and 2 are stalled, The Regional Municipality has 654 projects, of which 338 are on schedule, 225 are behind schedule, and 91 are stalled; Al-Qassim University has 46 projects, of which 21 are on schedule, 6 are behind schedule, and 19 are stalled; the Health Department has 28 projects, of which 9 are on schedule, 9 are behind schedule, and 10 are stalled; the Water Directorate has 102 projects, of which 42 are on schedule, 37 are behind schedule, and 23 are stalled; the Ministry of Housing branch has 17 projects, of which 8 are on schedule, 4 are behind schedule, and 5 are stalled; the Roads and Transportation Administration has 57 projects, of which 30 are on schedule, 16 are behind schedule, and 11 are stalled; The General Directorate of Education in Al-Qassim has 53 projects, of which 28 are on schedule, 13 are behind schedule, and 12 are stalled; the Education Directorate in Unaizah Governorate has 34 projects, of which 27 are on schedule, 13 are behind schedule, and 3 are stalled; and 17 projects for the Education Department in Al-Bukayriyah Governorate, of which 5 are on schedule, 3 are behind schedule, and 9 are stalled; 10 projects for the Education Department in Al-Muzanib Governorate, half of which are on schedule, 4 are behind schedule, and 1 is stalled; and 8 education projects in Al-Ras Governorate, 3 of which are on schedule, 3 are behind schedule, and 2 are delayed; 6 projects for the Ministry of Labor and Social Development branch, 5 of which are on schedule and 1 is behind schedule, with no stalled projects; and 6 projects for the Ministry of Islamic Affairs branch, 4 of which are on schedule and 2 are behind schedule, with no stalled projects; one project for the Ministry of Commerce and Investment branch, which remains behind schedule; two projects for the General Authority for Sports—one behind schedule and the other stalled—and 10 projects for the General Organization for Vocational and Technical Training, of which 4 are on track, 5 are behind schedule, and one is stalled.
