In our article for the previous issue, we addressed the vortex of an investor, and in this issue we continue what we started of the difficulties faced by businessmen that are not enough to write about them in limited articles. There are government agencies that are still walking against Vision 2030 and in the absence of the mountain and have not evolved, and are frozen in place like a peg despite their strong connection to encouraging youth and investors, especially in small and medium enterprises to launch their businesses (and no one stays in the house of humiliation knows it ... except the humiliated who are unworthy of family and the peg).

These pegs need to be removed immediately and then quickly sifted and developed to make it easier for everyone to practice their economic activities; and not stand as an obstacle that eats into our economy invisibly. Among these bodies is the Civil Defense, and its requirements for some activities that do not deserve all the complexity, for example licensing for shops or offices, the Civil Defense regulations stipulate "International Standards", meaning that in the absence of Saudi Arabian standards, the specifications of the United States of America, or the specifications of the European Common Market countries are the ones that must be observed.

These requirements come despite the complete difference between the environments, as European and American countries construct residential buildings and buildings whose floors are made of iron, and wood constitutes a large percentage in them; so it is completely different from what exists in our country, as we rely on cement, and iron that is not affected by the speed of fire.

What is the fault of the new tenant in applying the regulations and requirements of these prefabricated buildings?

Also from the Civil Defense regulations: "It is not permissible to authorize the construction of a building unless the applicant submits a safety work report approved by the General Directorate of Civil Defense"! Any prefabricated building is supposed to be automatically certified by the Civil Defense!!!

Where is the flaw?

The second thing is that most of our buildings are limited to one or two floors, are they treated and complicated like malls, markets, or towers in such requirements and requirements?

The other thing is that the Civil Defense cannot supervise and follow up the shops, factories and workshops spread everywhere; so committees must be formed to sift most of the regulations in the Civil Defense, municipalities, the General Organization for Vocational Training, and other government agencies that are still very late and develop them to facilitate procedures for citizens to work and contribute to production and the national economy.
