The Cabinet on Tuesday approved the Real Estate Expropriation System for the public interest and temporary seizure of real estate, in a legislative and regulatory step that reflects the objectives of Saudi Vision 2030 to enhance transparency, protect the rights of owners and facilitate the completion of development projects.
The new real estate expropriation system unifies all procedures for expropriation and ensures that owners are compensated according to the fair market value of the property plus the addition of the property's value.

The system also exempts owners from real estate transaction tax for five years equal to the value of compensation or less when they purchase alternative properties, in addition to exempting them from white land fees if they receive alternative land as compensation.

He stressed that all requests for expropriation and temporary seizure will be subject to the review of a specialized committee in the Authority that includes representatives of a number of government agencies, with the obligation of the requesting parties to provide the necessary financial allocations before starting the procedures.
The system emphasizes the need to search for alternative government properties that meet the needs of public projects before resorting to expropriation of individual properties, which establishes the principle of balance between achieving the public interest and safeguarding the rights of citizens.
