The Housing Support Regulation in Saudi Arabia has entered into force, providing a comprehensive legal and procedural framework that defines the rules and conditions for eligibility for housing support provided by the state to citizens.
“Housing Support Executive Regulation”
This regulation, which was issued by a Cabinet decision and published in the Umm Al-Qura newspaper, aims to ensure that the support reaches its beneficiaries based on clear and fair criteria, focusing on evaluating and prioritizing applications based on a comprehensive point system.
New controls to ensure fairness
The regulation includes detailed mechanisms for distributing housing subsidies and defining ownership paths, where the citizen's eligibility is determined based on several factors such as residency, lack of homeownership, and the family's financial ability.
The regulation also focuses on categories of housing subsidies. It also focuses on certain groups, such as widows, divorced women, and individuals with disabilities or severe illnesses, giving them priority in applying for subsidies.
The "points" system has been adopted. <The “points” system was adopted as the main mechanism for prioritizing beneficiaries, with points awarded to low-income families, especially those whose monthly income is less than 3,000 riyals. In the event of equal points among applicants, priority will be given to those who had a larger family, then the lowest income, and finally the oldest.
Mechanism of subsidy allocation
<The regulation also set the controls for allocating housing subsidies based on the ability to pay, as the subsidy is allocated to beneficiaries who are able to pay the installments, with the monthly installment rate set at 33% of income. Beneficiaries are also required to use the housing subsidy within a specific period of time, such as starting to build the land within two years of its allocation.
Data and update controls
The regulation imposed on applicants the need to update their data periodically, with penalties in case of providing incorrect data, and the regulation stipulated the cancellation of the support contract if it is signed based on false data, and granted the Ministry of Municipal Affairs and Housing the right to reject or stop the procedures of applications that do not complete the required documents. This regulation comes with the need for applicants to update their data periodically, with penalties in case of providing incorrect data.
<This regulation comes as an important step to ensure the provision of appropriate housing for citizens according to transparent and fair principles, and to continue efforts to achieve sustainable development in the housing sector.
