Issued a number of recommendations ... The Real Estate Systems Forum in Al-Ahsa'a calls for activating the mortgage system and simplifying property transfer procedures

The Real Estate Regulations Forum continued its proceedings under the patronage of His Highness Prince Badr bin Mohammed bin Jalawi Al Saud, Governor of Al-Ahsa, under the title “Modern Real Estate Regulations and Their Role in Advancing the Real Estate Sector,” attended by a distinguished group of scholars, academics, officials from the public and private sectors, and businesspeople interested in real estate matters. The forum, which hosted more than 40 experts and specialists, featured 21 academic and professional papers covering the following topics: Implementation of modern real estate regulations; development of real estate documentation; real estate liquidation; real estate inheritance—the gap between reality and expectations; real estate issues and obstacles to implementation; the real estate sector and ways to develop it; and regulation of the real estate market.

All panelists and participants agreed on the importance of real estate sector issues, which require broader opportunities for research and dialogue among investors and decision-makers to arrive at legislative frameworks consistent with the future and the aspirations of this country’s wise leadership, aimed at increasingin all fields,

Forum Recommendations

Following extensive discussion during the forum’s sessions, its conclusions resulted in a number of recommendations, as outlined in the following points:

First: The importance of implementing the mortgage system and drafting its executive regulations, as well as streamlining procedures for the transfer of real estate ownership by developing regulations governing the proof and transfer of ownership to ensure accuracy and speed of execution.

Second: Efforts should be made to establish a mechanism that ensures the swift resolution of real estate disputes, including the development of procedural rules for the real estate courts whose establishment has been approved, and coordination between the Ministries of Justice and Municipal and Rural Affairs on all matters related to real estate.

Third: Expediting the activation and implementation of the real estate registration system and recommending that the Supreme Court establish judicial principles specific to real estate.

Fourth: The importance of raising awareness regarding real estate transactions and their documentation, and highlighting the role of arbitration in streamlining timelines and procedures, particularly with regard to real estate contributions and inheritances.

Fifth: Establishing an appropriate framework for coordination between the Saudi Arabian Monetary Authority and the Ministry of Justice to work toward standardizing real estate financing and registration forms.

Sixth: Approaching the Ministry of Municipal and Rural Affairs, represented by the Al-Ahsa Municipality, to prepare a guidebook on real estate for Al-Ahsa.

At the conclusion of this forum, the Al-Ahsa Chamber of Commerce, represented by the Real Estate Committee and the Lawyers’ Committee, expressed its gratitude and appreciation to His Highness Prince Badr bin Jalawi, Governor of Al-Ahsa, for his generous patronage of this forum and his unlimited support, as well as to Their Excellencies , Their Excellencies, and all participants, including speakers, session moderators, and all guests who attended this forum.
