The voter registration phase for the municipal elections (the third phase) began in all regions of the Kingdom, including the city of Riyadh and its governorates, where the number of male and female voters who registered their names in the electoral centers reached about 7361 male and female voters, according to statistics of the local committee for municipal elections in the Riyadh region.
The candidates are competing for (2106) seats for elected municipal election members in all regions of the Kingdom, and the election committees have prepared about 1263 electoral centers spread geographically distributed in the various cities and governorates of the Kingdom.
Riyadh elections
The voter registration period began on 7/11/1436 and continues until 01/12/1436H, corresponding to 22/8/2015 until 14/9/2015, while the candidate registration period begins on 15/11/1436H until 4/12/1436H, corresponding to 30/8/2015, until 17/9/2015. The voting process will begin on Saturday, 01/3/1436H, corresponding to 12/12/2015.
Smart application
In line with the modern spirit of the times and to facilitate a special application for the conduct of the municipal elections process, the Local Committee for Municipal Elections in Riyadh launched a special application on smart phones “Android” and soon on “iPhone”, called “Municipal Elections 1436 AH”, which helps its user to recognize all information related to the municipal elections. .
The application contains information explaining the concept and stages of the electoral process, in addition to information about electoral centers for voters, candidate registration centers and some electronic services such as the service of locating the nearest electoral center, and the application also allows access to the locations of electoral centers and constituencies by tracking Google Maps. .
Through the application, the Commission also dedicated a special section to the library of photos, documents and news, as well as some interactive services for assistance and inquiries, such as mobile messaging service, mailing list, and a special section for publications and documents related to the municipal elections. .
It is noteworthy that the application will be developed in several stages to ensure the provision of the largest possible number of services that will facilitate the participation of voters and candidates in the process of participating in the municipal elections. .
Expect strong competition
Many observers expected that the municipal elections during the third session would witness an increase in the number of citizens wishing to participate in them and compete for the seats of about (2106) elected members, in addition to the many other developments, including increasing the powers of the councils, as well as reducing the age of registration from 21 to 18 years will enhance the opportunities for participation, in addition to the participation of women.
Election observation
For its part, the General Committee for Municipal Elections welcomed cooperation with independent national (non-governmental) non-profit organizations and associations to participate in monitoring the elections, expressing its readiness to provide all the necessary facilities for them to carry out their role. .
The official spokesperson for the municipal council elections, Eng. Jadeea bin Nahar Al-Qahtani, explained that the Municipal Councils Law stipulates the right of independent non-governmental national associations to monitor the elections, noting that the law did not address international civil society organizations or United Nations bodies, considering that municipal elections are ultimately local elections.
In this context, he pointed out that Article 24 of the Municipal Councils Law stipulates that “independent, non-governmental, non-profit national institutions and associations have the right to independently monitor the implementation of election procedures.
Women and elections
Women entered the current election cycle as voters and candidates, allowing them to nominate and elect whoever they deem capable of promoting municipal services in their area. 424 of the 1,263 election centers spread across the Kingdom's cities and governorates have been prepared for women, and local election committees have been formed in all regions.
