Mulak Program is one of the programs provided by the Ministry of Municipal and Rural Affairs and Housing that aims to regulate the relationship between owners of real estate units with common ownership such as residential buildings, by developing and applying the relevant laws and regulations, as well as helping in creating supportive services in organizing and facilitating the management of common parts such as entrances, elevators and corridors.

Junaidi: Restrict the work of the property manager to licensed people

Faisal Mohammed Salem Al Junaidi, a joint property manager, confirmed that the implementation of the owners' association system contributes to increasing the value of the property if the system is applied in a distinguished and professional manner, explaining that the most important issues facing them are the weak awareness of the community about the profession of the joint property manager, and the failure to limit the work of the property manager to those licensed by the General Real Estate Authority.

Al-Junaidi expressed his regret that some owners do not respond to the decisions of the association, pointing out that disputes arise between owners due to the lack of activation of the system, and sometimes they appear during the activation of the system, so they communicate with the parties to the issue and the relevant authorities to find solutions, and Al-Junaidi stressed that the measures that must be taken to implement the owners' system are its implementation and activating the role of the owners' association, which entails commitment to the fees specified by the general assembly of the owners' association.

<Al Junaidi concluded his talk to Amlak by saying: "We look forward to enabling common property managers to perform their work in a real estate environment that encourages creativity and excellence and raises the level of practitioners of this profession to the highest levels."

Fahad Al-Ajmi, a joint property manager, emphasized that one of the most important advantages that the buyer is looking for in a real estate unit is the presence of an active owners' union that guarantees his rights and preserves his property in accordance with the regulations, if this condition is available, the price of the property will certainly increase as well as the demand for joint real estate units.

Ajmi explained that the General Authority for Real Estate has developed the systems much better than before, but it still needs some steps to reach the optimal model, among the most prominent challenges facing owners and property managers:

1- Lack of activation of the owners' association

1- The association is not activated until after 70% of the owners' registration is completed.

2- Registration of owners in the Malak program is optional, and it takes a lot of time to complete the quorum.

3- Lack of follow-up by developers to reach the optimal model.

3- The developer does not follow up after the screening by activating the owners' association.

As for the most prominent defects that appear in residential apartments, Al-Ajmi said: "The large number of investor owners between daily and annual rent and singles in a complex dominated by families, if the owners do not agree on these items, the complex becomes more random, in addition to the low awareness of some owners of the culture of coexistence in a common residential environment, but the Authority is still intensifying efforts to spread awareness."

Al-Ajmi said Al-Ajmi stated that asking owners for service and maintenance fees while he has not activated an owners' system in his property is a violation, which is exploited by some because some owners are not aware of the modern systems that serve them, and some are afraid to register thinking that it avoids financial obligations.

Ajmi hoped that the Authority will continue its efforts to raise awareness. Al-Ajmi wished to see the Malak program have more powers and follow up with developers in activating the owners' union efficiently before it leaves and vacates its responsibility to build an organized and sustainable housing environment.
